Why are the <span style="font-family: lucida sans unicode,lucida grande,sans-serif;"><em>cahiers de doléance</em> important</span>?</span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">With the calling of the Estates General, it was traditional for the three estates to draw up <em>cahiers de doléance</em> or lists of grievances and suggestions for reform. These would then be considered when addressing “<em>the needs of the state, the reform of abuses, the establishment of a permanent and lasting order [for] the general prosperity of the kingdom”.</em> The French people threw themselves into this task with great enthusiasm; we have over 400,000 still surviving today. We thus have a fantastic resource of information concerning the state of France at this time. The following exercise should allow students to see that overall people were very loyal to the king - there was clearly no thought of revolution at this stage! But also there were clearly common grievances that all wanted to be addressed. In addition, there are many signs of influence from enlightenment ideas. Why was there increasing politicisation before the Estates General met?</span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Another characteristic of the period leading up to the Estates General was the increasing politicisation of nobles and bourgeoisie, particularly in Paris. Paris was a hotbed of discussion with the printing presses working overtime. What did events at the Estates General lead to the Tennis Courth Oath?</span></h4><p style="text-align: center;"><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>'The Third Estate which had been faithfully seconding the struggle eof the privileged classes against royal despotism suddenly discovered that its supposed allies were its enemies. The cause of the nation which had hitherto been the war cry of the Parlements was taken over by the Third Estate...' Cobban</em></span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The Estates General finally met on 4 May 1789 in a hall at the Palace of Versailles. There were 561 deputies for the first two estates and 578 deputies of the Third Estate. Of the latter, the majority were lawyers or officials in government posts. Others were bankers and merchants and a few were intellectuals such as Sieyès, who although not officially from the Third estate nevertheless decided to represent this class.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The key issue surrounding the Estates General at the time of its calling was the voting system. Traditionally, there was one vote per estate. This clearly put the Third estate at a disadvantage as they would always be outvoted by the other two estates. The Third Estate thus wanted to have voting by head. Unfortunately this issue was not resolved by the time that the Estates General met. Nor had the King decided on how to deal with the demands in the cahiers regarding their desires for the abolition of feudal rights and equality of taxation. The first seven weeks at the Estates General were thus spent arguing over the voting procedure. The king remained aloof and indecisive - a situation partly caused by the death of his son during this time. Finally, the Third Estate took matters into their own hands and declared that it was the National Assembly since it represented most of the nation. They were joined by many of the clergy.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In an attempt to regain control the King set up a royal session for all three estates on 23rd June where a reform package could be discussed. However, before this could take place, another incident occurred. The Third Estate found their meeting hall locked and guarded by troops. Every citizen has a right to participate personally, or through his representative, in its foundation. It must be the same for all, whether it protects or punishes.
