Thus any nations which wished to trade with China had to come as vassals to the emperor and would have to kowtow to the Emperor as a form of tribute, thus acknowledging his superiority and precedence as the ruler of 'all under heaven'. This system applied to all countries in along China's eastern and southern borders. Why did the Tribute & Canton System cause tension between China and Britain?</strong></span></span></h4><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">As you have seen, from 1757 the Qing dynasty developed the Canton system with strict restrictions on foreign trade. In Europe there was an increasing demand for tea, porcelain & silk, but foreign traders were only allowed to trade in specific areas through Chinese merchants – <span data-scayt-word="Cohong" data-wsc-id="k32vandmqw0hjfw16" data-wsc-lang="en_US">Cohong</span>. In addition, foreigners could only live for some months of the year in one of the Thirteen Factories in Canton. Merchants could not appeal directly to the Chinese government as the Qing court could only be approached by official diplomatic missions. The Imperial Laws that set up the Canton system were outlined in the <em>Prevention Barbarian Ordinances.</em> In order to trade anything at all, Western merchants had to pay customs fees, measurement duties and provide ‘gifts’. Furthermore, goods had to be traded for silver, and by the end of the <span data-scayt-word="1700s" data-wsc-id="k32vanhtox5b06fh6" data-wsc-lang="en_US">1700s</span> more than 28 million kg of silver per annum was flowing into China from European traders. </span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The British traded through the British East India Company which had the royal charter to trade with the Far East. The scale of the trade with China meant that the company gained great wealth and power, and its charter also meant that it had the potential backing of the Royal Navy.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>Task One</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>ATL: Self-management and communication skills</strong></span></p><div class="blueBg"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">In pairs review the Chinese tribute system and the western trade missions; read the extract below from C Hibbert‘s ‘The Dragon Wakes’ [1986] and answer the questions that follow:</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">‘<em>… it was a crime for a Chinese to teach his language to a foreigner, and the export of all Chinese books was strictly forbidden… a few European traders… were tolerated [only] in certain specified ports in the remote south of the Empire. Foreigners were not allowed to live, [or conduct] business, inside the country…</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>At Canton… a monopoly of trade was in the hands of the British-administered East India Company. And even Canton was only available to foreign merchants during the summer months; when winter came they were required to close their stores… no foreign women were allowed; and they were denied direct access to any Chinese official. Business had to be conducted, and all warehouses rented – purchase was forbidden – through a group of Chinese merchants known as the Cohong. Far from considering that the Barbarians were poorly served at Canton, the Emperor’s advisers believed them to be treated as generously as they had any reason to expect. Permission to trade could never be demanded as of right; it was granted as a concession… as Chinese exports from Canton were growing, there was no effective way of increasing demand in China for the European manufactured goods.. It depicts Lord Macartney kneeling before the Emperor Qianlong and presenting gi</em>fts.</span></p><hr class="hidden"><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The British government, under growing pressure from industrialists, who wanted wider markets in China, decided to send a mission to China. The experienced diplomat, Lord <span data-scayt-word="Macartney" data-wsc-id="k32veorynp99o3rsv" data-wsc-lang="en_US">Macartney</span> was selected to lead the mission. He was given a number of titles to add significance to his position: ‘<em>Ambassador Extraordinary and Plenipotentiary from the King of Great Britain to the Emperor of China and Privy Chancellor’</em>.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span data-scayt-word="Macartney" data-wsc-id="k32veov8eo1cn9kgo" data-wsc-lang="en_US">Macartney</span> took with him gifts for the Emperor which included items deemed highly attractive to be considered for future trading - for example, mathematical instruments, <span data-scayt-word="Wedgewood" data-wsc-id="k32veov7ftp3n0y5n" data-wsc-lang="en_US">Wedgewood</span> pottery, window and plate glass, carpets, factory produce from Sheffield and Birmingham, a telescope and chemical and electrical instruments.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">From the perspective of Emperor <span data-scayt-word="Qianlong" data-wsc-id="k32vep8oqwgk6x2u9" data-wsc-lang="en_US">Qianlong</span> the mission was timed as a tribute mission to coincide with his birthday – birthday presents from a <em>vassal state</em>.</span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The British Prime Minister Pitt gave <span data-scayt-word="Macartney" data-wsc-id="k32vepluqf14ppu2g" data-wsc-lang="en_US">Macartney</span> the following key objectives to <span data-scayt-word="fulfil" data-wsc-id="k32veplst3myb24ot" data-wsc-lang="en_US">fulfil</span>:</span></p><ul><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Acquire two or more places that are near to the tea and silk producing areas and close to wool consuming areas for the British to live and exercise British jurisdiction</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Negotiate a commercial treaty in order to extend trade throughout China</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Remove the abuses of the Canton system</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Generate interest in British goods in China</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Gain British diplomatic representation in Beijing</span></li><li><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">Open Japan and Cochin China to British trade</span></li></ul><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><span data-scayt-word="Macartney" data-wsc-id="k32veoyn7jr8yu8rn" data-wsc-lang="en_US">Macartney</span> arrived in China in June 1793. It was not until October 1793 that <span data-scayt-word="Macartney" data-wsc-id="k32veoynn48pf4pql" data-wsc-lang="en_US">Macartney</span> was able to submit his specific requests in a written note to the Grand <span data-scayt-word="Councillor" data-wsc-id="k32veoylyza0mnhua" data-wsc-lang="en_US">Councillor</span> and Chief Minister of State, <span data-scayt-word="Ho-shen" data-wsc-id="k32veoyk2yc7owftn" data-wsc-lang="en_US">Ho-shen</span>. Such has been the procedure for many years, although our Celestial Empire possesses all things in prolific abundance and lacks no product within its own borders. There was therefore no need to import the manufactures of outside barbarians in exchange for our own produce. But as the tea, silk and porcelain which the Celestial Empire produces, are absolute necessities to European nations and to yourselves, we have permitted, as a signal mark of <span data-scayt-word="favour" data-wsc-id="k32vfc456pe5mhiba" data-wsc-lang="en_US">favour</span>, that foreign <span data-scayt-word="hongs" data-wsc-id="k32vfc44qpr41379x" data-wsc-lang="en_US">hongs</span> should be established at Canton, so that your wants might be supplied and your country thus participate in our beneficence. But your Ambassador [Lord <span data-scayt-word="Macartney" data-wsc-id="k32vfc7fhm1xi10bh" data-wsc-lang="en_US">Macartney</span>] has now put forward new requests which completely fail to <span data-scayt-word="recognise" data-wsc-id="k32vfc7dzrvb1s813" data-wsc-lang="en_US">recognise</span> the Throne’s principle to ‘treat strangers from afar with indulgence’ and to exercise a pacifying control over barbarian tribes the world over. Moreover, our dynasty, swaying the myriad races of the globe extends the same benevolence towards all. Your England is not the only nation trading at Canton. If other nations, following your bad example, wrongfully importune my ear with further impossible requests, how will it be possible for me to treat them with easy indulgence? Nevertheless, I do not forget the lonely remoteness of your island, cut off from the world by intervening wastes of sea, not do I overlook your excusable ignorance of the usages of our Celestial Empire…</em></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><em>I have even gone out of my way to grant any requests which were in any way consistent with Chinese usage. Above all, upon you, who… have shown your submissive loyalty by sending this tribute mission, I have heaped benefits far in excess of those accorded to other nations. But the demands presented by your Embassy are not only a contravention of dynastic tradition, but would be utterly unproductive of good result to yourself; besides being quite impracticable… If, after the receipt of this explicit decree, you lightly give ear to the representations of your subordinates and allow your barbarian merchants to proceed to Chekiang and Tientsin, with the object of landing and trading there, the ordinances of my Celestial Empire are strict in the extreme, and the local officials, both civil and military, are bound reverently to obey the law of the land. Should your vessels touch the shore, your merchants will assuredly never be permitted to land or reside there, but will be subject to instant expulsion… Do not say that you were not warned in time! Tremblingly obey and show no negligence! A special mandate!</em></span></p></div><ol></ol><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;"><strong>The Amherst Mission 1816</strong></span></p><p><span style="font-family:lucida sans unicode,lucida grande,sans-serif;">The British attempted to negotiate with the Chinese again, this time Earl William Amherst was sent on a mission to increase market access. Napier was ordered to obey Chinese laws, supervise the contraband opium trade, communicate directly with authorities in China and to conduct a survey of the Chinese coastline. Napier broke Chinese regulations by sending a letter to the Chinese viceroy of <span data-scayt-word="Ghangzhou" data-wsc-id="k32vfszrcd3eadhue" data-wsc-lang="en_US">Ghangzhou</span>, which led to the temporary cessation of trade with Britain. In a display of force, Napier responded by sending two Royal Navy ships to bombard forts on the Pearl River. However, a broader conflict was ultimately prevented as Napier fell ill with typhus and ordered the British ships to retreat. Napier died a few days later in Macau.
